Özet
Avrupa Birliği üyeliği sürecinde bulunan Türkiye’de, sürecin idari, siyasi, hukuki ve ekonomik yansımaları pek çok alanda görülmektedir. Sürecin şekillendirdiği en önemli alanlardan birisi yerel yönetimlerdir. Yerel yönetim kanunları süreçle uyumlu olarak Köy Kanunu dışında tümüyle değiştirilmiş, demokrasiyi, etkinliği ve verimliliği hedefleyen düzenlemeler yapılmıştır. Bu çalışmanın konusu, AB sürecinde bir yerel yönetim birimi olarak belediye mevzuatında performansı artırmaya yönelik değişiklikleri incelemektir. Zira, etkinliği ve verimliliği sağlayabilecek bir araç olarak performansın artırılması, Yeni Kamu Yönetimi anlayışının da üzerinde durduğu en önemli konulardan birisidir. Bu amaçla çalışmada, yerel yönetimlerde yaşanan değişimin iç ve dış dinamikleri ortaya konulduktan sonra, etkinliği sağlayacak bir araç olarak performans yönetimi üzerinde durulmuş ve yerel yönetimlere ilişkin kanunlar performansın belirleyicileri olan açıklık, hesap verebilirlik, şeffaflık ve katılım boyutu ile incelenmiştir.
In Turkey, which is in the process of membership of the European Union, administrative, political, legal and economic reflections of the process are seen in many areas. The municipalities, which are one of the most important areas in that the process is shaped, have also changed as structure and functioning. The theme of this study is to examine the changes that improve performance in municipal legislation. Because, increasing the performance is one of the most important issues that the New Public Management concept is emphasizing. For this purpose in this study, after showing the internal and external dynamics of change in local governments, performance management was emphasized as a tool to provide efficiency and the laws related to local government are examined by the openness, accountability, transparency and participation dimension which are the determinants of performance.
