Özet
Kamu düzeninin sağlanmasında işlenen suçlarla mücadeleden ziyade suçun oluşmasını önlemek daha önemli ve etkilidir. Bu çalışmada öncelikle suç, suçlu, suçluluk, suç önleme ve suçla mücadele kavramları ve bu kapsamda reaktif ve proaktif polislik kavramları açıklanacaktır. Daha sonra suç önlemenin toplumun huzuru için önemi ve bunun için polisiye tedbirler, toplum destekli polislik ve insanların ahlaki ve dini açıdan güçlendirilmesinin etkisi tartışılacaktır.
Crime prevention is more important and effective than clearifying the committed crimes, in order to maintain public order. This paper first of all axplain the concepts of crime, criminal, criminality, crime prevention and combatting crime, as well as the concepts of reactive and proactive policing. Then, the importance of crime prevention for public safety and the impacts of detective measures, community policing and strengthening community in terms of religious and moral issues.
