dc.description.abstractBu çalışmada Türkiye?de kooperatif- devlet ilişkilerinin tarihi süreci incelenmiştir. Kooperatifçiliğin tarihi seyrine bakıldığında devlet adamlarının öncülüğünde yada devletin verdiği teşviklerin kooperatiflerin gelişmesinde önemli rol oynadığı görülmüştür. Bu teşvikler, kooperatiflerin büyümesine ve sayısal olarak artmasına neden olmuştur. Devlet destekleri, kooperatiflerin demokratik olarak ortakları tarafından yönetilmesini engelleyerek, devlet güdümlü kooperatifleri ortaya çıkarmıştır. Devletin kooperatiflere ilgisi anayasalara ve beş yıllık planlara da yansıyarak, uzun yıllar devam etmiştir. Türkiye?de kooperatifçilik halktan, tabandan gelen bir hareketten çok, üstten devlet öncülüğünde oluşmuştur. Bu durum kooperatifçiliğin gelişmesini engellemiştir. 1990?lı ve 2000 yıllarda küreselleşmenin de etkisiyle kooperatiflerde devlet desteklerinin azaldığı ve devlet öncülüğün kalktığı bir dönem olarak karşımıza çıkmaktadır. Kooperatifler serbest piyasanın getirdiği rekabet ortamında faaliyetlerini devam ettirmekle beraber çok etkin olamadıkları söylenebilir. Kooperatifler çeşitli sorunlarla birlikte faaliyet konularını gerçekleştirmeye çalışmaktadırlar.en_US
dc.description.abstractIn this study, the historical development of the relationship betweeen cooperatives and the state in Turkey has been analyzed. The historical trajectory of cooperative movement in Turkey shows that the state has played a significant role in the development of cooperatives providing them with state subsidies. These subsidiesincreased the number of cooperatives and helped the existing ones to grow. On the other hand, state subsidies resulted in the state dominated cooperatives by hindering self-government by cooperative members in these organizations. The state?s involvement in the affairs of cooperatives could be easily observed in five year plans. The importance of the state made cooperative activies state-led rather than a bottom-up process, which had bad consequences for cooperative development. Begining with the 1990s, the state financial support for cooperatives have declined and therefore the state?s leading role has decreased. Today, cooperatives in Turkey are not very effective organizations in the free market economy. Cooperatives try to overcome these difficulties and perform their servicesen_US
