Savunma harcamaları: Türkiye değerlendirmesi

Ülke bağımsızlığını ve güvenliğini sağlamanın en temel gereksinimi olan savunma hizmeti devletin temel görevleri arasında sayılmaktadır. Gerçekleştirilecek olan savunma hizmetinin ülke kaynaklarından ne ölçüde pay aldığı ise her zaman dikkat çekmiştir. Ayrıca savunma harcamalarının boyutu ve kapsamı da önem arz etmektedir. Bu bağlamda çalışmada savunma harcamaları teorik ve pratik olarak ele alınmıştır. Savunma harcamalarının kapsamı NATO ülkeleri (seçilmiş) olarak tercih edilmiştir. Çalışmada Türkiye’de ve seçilmiş NATO üye ülkelerinde savunma harcamalarının büyüklük ve çeşitliliği incelenmeye çalışılmış ve Türkiye’de gerçekleşen savunma harcamalarının gelişimi ve bileşimi ele alınarak savunma harcamalarının savunma sanayisi ile olan ilişkisine değinilmiştir. Çalışmada, Türkiye’de savunma harcamalarının eğitim ve sağlık harcamalarına oranla bütçeden daha az pay aldığı, Türkiye’de bütçeden yaklaşık %2 pay alan savunma harcamalarının bileşiminde araştırma geliştirme faaliyetlerine ayrılan payın arttığı sonucuna ulaşılmıştır.

Defence service, which is the most basic requirement for ensuring the independence and security of the country, is considered among the fundamental duties of the state. The extent to which the defence service is allocated a share of the country's resources has always attracted attention. In addition, the size and scope of defence expenditures are also important. In this context, defence expenditures are discussed theoretically and practically in this study. The scope of defence expenditures has been preferred as NATO countries (selected). In the study, defence expenditures in selected NATO countries are examined and the development and composition of defence expenditures in Turkey are discussed and the relationship between defence expenditures and the defence industry is mentioned. In the study, it is concluded that defence expenditures in Turkey have a lower share in the budget compared to education and health expenditures, and that the share allocated to research and development activities has increased in the composition of defence expenditures, which has a share of approximately 2% in the budget in Turkey.
