dc.description.abstractTechnological development, which has reached a dizzying pace in our age, brings many changes. The most important of these changes is the increase and differentiation of citizens' demands from public administration in parallel with the development of information and communication technologies. To respond to these demands, public administrations have entered into a digital transformation process, although at varying levels. While public administrations are digitalized, cities, which are where increasing and differentiating demands are concentrated, have their share in this process. As a matter of fact, the areas where public services are demanded intensively are mostly urban areas. For this reason, parallel to the digitalization of public administration, cities have also started to digitalize and become smart. In this context, cities are trying to adapt to this digitalization trend with the concepts of a digital city, an intelligent city, and a smart city. This study first explains the concepts of digital city, intelligent city, and smart city, which correspond to similar but different phenomena and are often wrongly used interchangeably. In addition, it reveals the reasons why there are no examples of smart cities designed from a holistic perspective, except for a few singular examples in the world, and how the smart city vision can be achieved. © 2025 Nova Science Publishers, Inc.
